After discussing the latest build for Windows 10, it’s time to turn our attention to Windows 11. Today, Microsoft has released Builds 22621.3951 and 22631.3951 (KB5040527) for Insiders in the Release Preview channel of Windows 11, version 22H2 (Build 22621) and version 23H2 (Build 22631).

What’s New in Build 22621.3951 and 22631.3951
This update includes the following features and improvements (note that items with an asterisk * are being rolled out gradually). Bold items in parentheses indicate the area of change being documented:
File Explorer
- Right-clicking on a tab now gives you the option to duplicate it. This feature may not be available to all users immediately as it will be rolled out gradually.
- Improved reliability by fixing multiple crashes and freezes. Other issues fixed include:
- Memory leaks when interacting with archive folders.
- Unexpected increase in space between desktop icons.
- No search results when starting a search from Start in File Explorer.
- The address bar drop-down menu appears unexpectedly.
- Blank area at the top of File Explorer after a DWM crash.
- The back and forward mouse buttons are unresponsive while hovering over the Recommended Files section of Startup.
- The incorrect folder name is displayed in the search box in Gallery.
- Flickering images in the Gallery when scrolling.
- Errors when saving a file to the Gallery from the save dialog.
Start Menu
- Apps can now be dragged from the Pinned section of the menu to the taskbar. This feature may also be rolled out gradually.
Task Management
- The End Task option in the taskbar has been updated to no longer display a Not Responding dialog for confirmation before ending the task. This is available to users who have enabled the End Task option in Settings > System > For developers.
- The browser now ignores the value in the registry key `HKLM\SOFTWARE\Microsoft\Internet Explorer\Main`.
Group Policy
- Issues with Item Level Targeting (ILT) and Local Users and Groups where groups from the target domain or accounts are not selectable have been fixed. This issue affected environments with multiple forests and specific security configurations.
TCP/IP
- High CPU usage and packet loss issues have been resolved, improving TCP connection success rates.
NetAdapterCx Module
- The system stops responding when large amounts of data are transmitted over Wi-Fi. This issue occurred on devices with specific wireless network cards.
Universal Print Clients
- Communication issues with the Universal Print service have been addressed, resolving printing function problems. This issue was related to Web Proxy Auto-Discovery (WPAD) being enabled.
Printing Support Application
- The application no longer stops responding or fails to print when used with a USB device. This fix also enhances user interface functionality.
Autopilot
- Provisioning issues with Surface Laptop SE devices have been resolved.
Windows Defender Application Control (WDAC)
- Memory leak issues that depleted system memory over time during device provisioning have been fixed.
- WDAC can now verify the policies of all applications.
Driver Blocklist
The Windows Kernel Vulnerable Driver Blocklist File (DriverSiPolicy.p7b) has been updated to include drivers at risk from Bring Your Own Vulnerable Driver (BYOVD) attacks.
Bluetooth
- Issues where calls could not be placed on hold from Bluetooth peripherals have been fixed.
Windows Backup
- Backup failures on devices with an Extensible Firmware Interface (EFI) system partition (ESP) have been resolved.
Cache Manager
- Non-responsive Cache Manager issues using Hyperthreading on Windows Server 2022 have been fixed.
